A gorgeous 70s Laura Ashley dress. Fastens at the back with a zip.

The measurement when the garment is laid flat are:

Arm pit to Arm pit: 18"  

Just under bust :14.5"  

Length: 137cms

The belt is attached with som3 stitches which I think is not original.  The stitches can easily be removed if you don't want the belt on the dress
