The measurement when the garment is laid flat are:

Arm pit to arm pit: 19.5" 

Waist  taken 29cms from shoulder seam : 15"

Length 131cms measured from top of zip at the back to bottom hem 

 Has loops so could have had a belt. The belt in the photo isn't included its just some ribbon
