A vintage coat. I think this a 60s. Fastens at the front with buttons 

Material: tapestry type material think its wool

The measurement when the garment is laid flat are:

arm pit to arm pit: 18" 

Waist: 16" 

Arm length: 58cms

Bottom of sleeve to top of collar: 70cms

length: 91cms

Condition: good condition  the seams have come away under the lining arms
